seaway poppers

has anybody fished the seaway land base with poppers? dont seem to see to many reports of any fish being caught from the walls what ever the technique.

they throw hooks really well

what sort of size range are we talking about for these poppers to get tarpon, and i take it early morning is best before any wind picks up
