Before we all blame the Government/s for the empty dams, or not enough dams to hold all of this apparently wastefull run off, how about reflecting on the amount of water wasted since the dams filled up.
Water sprinklers in parks running while it's raining, water running down gutters from householders overwatering their already soden lawns, wastefull runoff from industry, no recycling of water at power stations ... etc, etc ....
We know that Australia is the driest continent, so why de we waste so much water? Because we are basicly selfish. We think of now, and not of tomorrow.
Further, we can not continue to dam our rivers, as there will eventually be no run into the sea. So, surely as fisho's, who all agree that we must have frequent fresh runs into the esturies, we owe it upon ourselves to conserve water, and set an example for the rest of the greedy population.
I've watched some boaties at Roslyn Bay, and other locations, hose of the deck from the mains, and left the hose running while doing other things on and off the boat.... clowns.

I suppose you queenslander home owners are aware you can get a $1,000 rebate off a new water tank ? Even if you only buy a $1,000 tank. That's a free tank.
It takes pressure off the dams and teaches a bit about conservation . www.nrw.qld.gov.au/water/saverscheme/
Other states might have something similar.
I've been on tank water most of my life , still am and prefer it that way , in the last 12 months here, with the addition of a large carport and an even larger shed finally finished , I have increased my roof collection area by 120% and when my new 5,000 gallon tank arrives in a few weeks , I will have ( from full ) 2 years supply with no rain .
3 days of decent rain is enough to fill my tanks from near empty.
Wasteful people are concentrated in the cities , partly attitude , partly population density , it's unfortunate that the conservative water users in those areas will be restricted just the same as the wastrels .
Get yourselves a tank if you can , a $ 1,000 rebate is worth having for those of you who can utilise it.

I sometimes think that people can be their own worst enemies at times and dont think past their own nose..Reason i say this is, take a flight over Brissy and other Cities and check how many backyard pools there are and if you could squizz back in time none of them let thei pool dry out or prevented evaporation to any extent but kept the top up fill going...
I think this may be okay when times are good but one doesnt need to be a genius under drought conditins as we have been having for quite some time to realise collectively over all them pools how much water gets wasted to the atmoshere or wherever it goes??..
We now need the stuff and complain we havent enough or enough to use where we wish....
Drink, cook , wash first and think about the rest as we have some to spare i would presume..
Anyhow my two bobs worth and lay just as much on Government for not placing appropriate restrictions at the right time needed..
The rains will come and i wander if we will remember the bad times to preserve for the future??....
And as the population does increase esecially as it is doing mainly around the Cities, YES more Dams are needed and someone is going to have to give up a bit of real estate to make it possible so long as they are compensated appropraitely for their loss..
