hi
i use a shimano bullwhip ( for that type of work ) 4- 7 kg overhead rod but as i say buy the best your budget allows for . this outfit with reel should be inside your price range don't go over your budget . maybe look at a live fiber rod

I just bought a Diawa Procyon 12/17 pound 4/6 kg spin stik.
the price was $149 great feel to it. you can get good spin reel from a mart or similar. Diawa samari 7i about $100. ( 7i 7 Bearings )
more bearings the better reel.

Your rod should be graphite IM6 or better, this assists greatly in casting distance. The reel should be small, normally a 2000. I use an Okuma, which come with a 5yr warranty. Avengers are about $75 and the Epix just over $100. Spool it up with 4lb fireline, the braid is invaluable in casting jigheads of 1/16th and 1/32 oz. This is just a basic setup that will get you going for your budget. You will find fishing SP's is addictive

i love my daiwa procaster-x IM-7. an ultra light rod.
any good reel, there are heaps there and 4 or 6lb braid.
all you want to feel when spinning is the lure and of coarse the reel. i have an okuma interceptor IBF30
rod: $150
reel:$70
braid:$30
you might want to save for your collection of plastics, some are not cheap

I suggest you get yourself a rod like a Daiwa Heartland at around 6'6" in the 2 to 4kg range and matching it to a Okuma Epix EFS20, those 2 matched and spooled with 4lb fireline, you should have an awesome soft plastics rod and reel setup to handle 90% of your estuary going species like flathead and bream and the odd trevally
