Driving Lights

Does anyone know the legality of having driving( docking lights or spot lights I suppose ) mounted on a boat, for night boating. Does any one have them fitted? Are they of any use?

Regard to the use of lights on water Navlight a must.
spotlights not much use as soon as a light hits water it disapate and is not much use at all.
Unless it pick's up some white or light colour objecton top of the water.
This I know from past experience.
