ive been looking at alot of different boats lately and they all talk about the deadrise degree at the transome....eg 15 degree
can anyone help me to understand what this means and is it the higher the degree better? or the lower the degree better????

The higher the deadrise, the deaper the "V".

A deaper "V" normally gives a better ride in choppy conditions, but may roll a bit when stationary. A flatter "V" will be stable at rest, but the ride may be a bit bumpy. A flatter deadrise at the transom also gets the boat on the plain quicker and keeps it on the plain at lower speeds too.

You would probably get a million different opinions, but at the end of the day, it is important to take it for a test run in the type of conditions you'd use it in.
