surface fishing for tarpon and giant herring

hi all, I was wondering what lures I should use when targeting tarpon and giant herring.

in the past I have used small shrimp with a 1/24-1/12 jig weight and just reeling the plastic back across the surface and when they strike I let the lure sink while the fish has it and then I would strike.

any tips?

Tarpon can not resist chrome trout spinners like the mepps series.
Giant herring fall all over live prawns so maybe some of the plastic small prawn lookalikes will be the gun.
I used to get them on small silver bream lures occasionally.
