anyone want to chip in? i suppose doing this would have a hefty fine? even tho it is creating a fish habitat. Pisses me off that they can use the ocean to dump ships for divers but we cant take action to help our cause...

I can't see why something like that would not work here ( as in australia ). In the gulf waters off Whyalla in South Australia, they have what they call DROPS. These can consist of various artificial objects. In particular, one we fished a while was called 18 cars, for obvious reasons but there seemed to be no end to these DROPS and the materials used to make them. ( pulling up a rear leaf spring set was a fair task, but doable. We found the chrome door strips a little easier. )

Wouldn't it be better to add more habitat locations so that the fish population had more objects to hide at, which may increase their population.

Of course this is only a small point in relation to fish stock protection but may add a large point for the average fisherman looking to catch a fish.
