Set lines of Surf Beach

Are they allowed to have set lines (At least three sighted) with three baited hooks with weight (anchor) and float with LFB on it, 400 metres from beach just south of a surf club. At least one dead shark looked like small grey nurse about a metre long.

Area is Hungry Head Mid North Coast of NSW. If legal doesn't sound like a one of the greatest idea that I have heard of.
