PM problem

A new member called mowerblade has sent a pm to me asking about a boat he is looking at but when i pm back a message comes up mowerblades has chosen not to receive private message or may not be allowed to receive private messages. Is there a way i can contact him or can you notify him if he has a wrong setting.
