hi,
once the paint is removed i would sand the aluminium with p320 on a sander with a interface pad , to scruff up the aluminium for better adhesion and take down any deep marks left from paint removal ,and a red scotchbirte pad, scuff up where you could not get with the sander then wipe on ,wipe off with some wax and grease remover/prepsol , make sure you wipe it all off , then on with a quailty etch primer liek ppg's dp40 which is a wet on wet , so you can paint the top coat on without sanding

yeah they can be caused by different things ,ie water in the airlines when spraying , humidity, oils from your hands being painted over , not cleaning prepsol off well enough ,,, the list goes on
im a spraypainter , if you want any tips feel free to ask
