I just found out that I have 5 of these for posting to classifieds without a price (I was not asking for any money strangly enough). I am guessing they are not good, but I have to wonder what is their purpose and what they do.

It is for moderators to see the history of such posts. For example, if a member posts an inappropriate link or spam, etc. they are given an infraction for it. This is standard practice on lmost all forums these days. All moderators can see this. So if it happens again moderators can see that the member has done it before and can take further action. Only the Member and the mods can see the infractions.
It is a bit like if you get done for speeding. There is a record that you have done it before and if you do it again and again then further action is taken.

I just got an "infraction" by "MOD 5" (but rated at '0') for posting what I thought may have been helpful post of fellow ausfishers into "GENERAL" section. I thought this was GENERAL info...
If its a "penalty' for being helpful, or having the intention of being.. once bitten twice shy they say, and a bit of a shame / wank frankly!
I just spent hours doing research on something that I thought other fisho's may have liked to know - but at least one person clearly thinks not.
I will shut my mouth, go back to studying medicine, and might start using these "infaction' notices in the ED for people who turn up to A&E with a headache.
