I think you'll find the QAL wharf and the trawler wharf in the marina are the only ones you can fish around. A mate of my young blokes was going down to Auckland wharf on foot luring and security came down and told him that if they found him in there again he would be prosecuted.
I dont know how you would go dragging a lure past some of the others . Think there is even an exclusion zone around them now for vessels.
Its worth noting that if you're ignorant of the new rules and you sneak down on foot the crew of the Australian ships are aware of the new rules and usually notify security but the crew of the foreign ships dont usually report seeing any one fishing near the wharfs ;) Dont wrap a towel round your head while fishing it may cause the security guys some distress;D ;D

I posted a photo of a heap of jew that were caught a month ago around one of the wharves. They were actually pulled out near QAL wharf.
Not a good idea to fish there in a south easterly when they're loading as you can get covered in alumina dust.
A good place for sambos are near the salt water pumps on the mainland point opposite south trees inlet. The pumps grind up a few bait fish and its like a natural berley trail. at low tide in winter the sambos usually queue up there waiting for the run up tide
