Plastic on Ugly

Does anyone know if you are supposed to take the heat shrink plastic ,( arround the cork butt ) off ?
Moisture is starting to seap under it .

You sure are!!!
But make sure you treat the cork with something (oils etc - I actually use inox) otherwise they tend to absorbe water a little bit and crack / chip away
